Warm homes, greener homes: a strategy for household energy management (PDF, 1,631Kb) sets out plans for meeting the target of a reduction of 29% in (non-traded) carbon emissions from the household sector.
The strategy is about aligning the national interest of tackling climate change and limiting our dependence on foreign energy with everyone’s personal financial interest in saving money.
The strategy sets out plans for a wholesale transformation of how energy is used in our homes. It is designed to make it easier for people to take action, removing the deterrent of upfront costs and reducing the hassle of the move to greener living.
The Strategy responds to last year's consultation on household energy management issues, and sets out phases to meet both the overall 2020 carbon goal, and interim commitment to ensure that, by 2015, every household will have installed loft and cavity wall insulation where it is practical to do so.
Under this Strategy, by 2020 up to 7 million homes would receive eco-upgrades, including improvements such as solid wall insulation or renewable energy generating technologies. The Strategy paves the way for Pay As You Save green finance. It also signals a move to a new, transparent and stretching obligation on energy companies and an emphasis on partnership working with local authorities in delivery.
Under this new obligation priority would be given to those on lower incomes and the most vulnerable with energy companies required to provide help to these groups.
