2010

August 2010: DECC published a Government response and a summary of responses to the consultation on the Phase II Good Quality Combined Heat and Power (GQ CHP) New Entrant Reserve (NER) ring-fence review. As result of the review, DECC plan to transfer 5.3m unreserved allowances from the GQ CHP NER ring-fence to the main New Entrant Reserve for general new entrant usage.

July 2010: On 9 July, the European Commission published the preliminary level of the EU-wide cap in Phase III. The preliminary figure for the overall total of EU allowances in 2013 is 1,926,876,368. This figure will be revised later this year and is unlikely to be finalised until early 2013. See the European Commission decision for further details.

July 2010: 4.4 million allowances were distributed in the twelfth Phase II EU ETS auction. The auction cleared at €14.65 (£12.22). Full details of the auction results are published on the UK Debt Management Office's website.  

July 2010: As required by Article 9a2 of the EU ETS Directive, the UK Government submitted the following information to the European Commission - which, together with data from other Member States, will enable the European Commission to calculate the EU-wide Phase III cap:

  • 117 UK installations joining the EU ETS for the first time in Phase III have reported verified historic emissions, representing a total of 9,575,728 tCO2 over the period 2005-2008.
  • 3,761 tCO2e has been reported for PFC emissions new to the EU ETS in Phase III. This is based on historic UK PFC emissions for the relevant installation adjusted to take account of UK abatement potential.
  • Historic emissions data from installations opted out of the EU ETS in Phase I (2005-2007) because at the time they were included in the UK Emissions Trading Scheme (UK ETS) or Climate Change Agreements (CCAs).

June 2010: 4.4 million allowances were distributed in the eleventh Phase II EU ETS auction. The auction cleared at €15.60 (£12.87). Full details of the auction results are published on the UK Debt Management Office's website.

March 2010: 4.5 million allowances were distributed in the tenth Phase II EU ETS auction. This includes 1000 allowances going to non-competitive bidders. The auction cleared at €13.00 (£11.62). Full details of the auction results are published on the UK Debt Management Office's website.

March 2010: The Phase II Contingency Fund closed for new applications on the 31st December 2009. 1.9m surplus allowances have been transferred from the Fund to the main New Entrant Reserve (NER) for general usage. February 2010: DECC published a study by Entec UK Ltd, which looked at whether benchmarking would be a suitable allocation methodology for the upstream oil and gas industry from Phase III of the EU Emissions Trading System which begins in 2013. The report is available below: 

February 2010: The UK announced that the volume of allowances available at the 18th March auction will be 4.5M with 100,000 reserved for non-competitive bidders. For more information, see the DECC Non-competitive auctions web page.

February 2010: 4.4 million allowances were distributed in the UK's ninth successful auction in Phase II of the EU ETS. The auction cleared at €12.66 (£11.33). Full details of the auction results are published on the UK Debt Management Office's website.

January 2010: On 18 January 2010, DECC published a Joint Consultation on EU ETS Phase III Opt-out for Small Emitters and Hospitals and Phase II Good Quality Combined Heat and Power New Entrant Reserve ring-fence review. The consultation closed on 12th April 2010.

January 2010: A non-competitive element will be included in the next UK EU ETS auction taking place on 18 March 2010.


2009

December 2009: A Government Response and a summary of responses to the Consultation on first stage transposition of the revised EU ETS Directive, relating to Greenhouse Gas Emissions Data and National Implementation Measures was published. The Regulations were laid before Parliament on 2 December 2009 – further details of where these can be found will follow shortly.

September 2009: A Report on 2008 EU Emissions Trading System emissions data was published. This looks at the emission results across the EU and looks at the sector level results in the UK.

September 2009: UK Phase II EU ETS non-competitive auctions registration process was launched . The first auction will be held on 7 January 2010.

July 2009: DECC published a document, Preparing for Phase III setting out a plan for the continued implementation of Phase II of the EU ETS (2008-12) and for the implementation of the revised EU ETS Directive for 2013 onwards.

June 2009: DECC published a Consultation on the First Stage Transposition of the Revised EU ETS Directive, relating to Greenhouse Gas Emissions Data and National Implementation Measures on 24 June. The consultation closes on 16 September.

April 2009: HM Treasury published The Community Emissions Trading Scheme (Auctioning of allowances) Scheme 2009. This replaces the Community Emission Trading Scheme (Allocation of Allowances for Payment) Scheme 2008. The amended scheme implements a previous commitment to establish a non-competitive bidding facility especially designed for smaller emitters.

April 2009: DECC produced an Overarching Impact Assessment that puts the 2008 EU ETS review in the context of broader UK climate policy and considers the overall costs and benefits to the UK.
