March 2010: The Phase II Contingency Fund closed for new applications on the 31st December 2009. The Government has subsequently transferred 1.9m surplus allowances from the Fund to the main New Entrant Reserve (NER) for general usage. February 2010: We have published a study by Entec UK Ltd, which looked at whether benchmarking would be a suitable allocation methodology for the upstream oil and gas industry from Phase III of the EU Emissions Trading System which begins in 2013. The report is available below:

February 2010: The Government distributed 4.4 million allowances in its ninth successful auction in Phase II of the EU ETS. The auction cleared at €12.66 (£11.33). Full details of the auction results are published on the UK Debt Management Office's website.
January 2010: On 18th January 2010, the Government published a Joint Consultation on EU ETS Phase III Opt-out for Small Emitters and Hospitals and Phase II Good Quality Combined Heat and Power New Entrant Reserve ring-fence review. The consultation will close on 12th April 2010.
January 2010: We announced that a non-competitive element will be included in the next EU ETS auction taking place on March 18th 2010.
January 2010: The Government distributed 4.9 million allowances, which includes 13,201 going to non-competitive bidders, in its eighth successful auction for Phase II of the EU ETS. December 2009: We announced that the EU ETS auction scheduled for March 2010 has been rearranged from the 4th to the 18th due to other market circumstances. The full schedule of auction dates is available on the Debt Management Office: EU ETS Auction Information web page.
December 2009: We have published the Government Response and a summary of responses to the Consultation on first stage transposition of the revised EU ETS Directive, relating to Greenhouse Gas Emissions Data and National Implementation Measures. The Regulations were laid before Parliament on 2 December 2009 – further details of where these can be found will follow shortly.

September 2009: We published the Report on 2008 EU Emissions Trading System emissions data looking at the emission results across the EU and looks at the sector level results in the UK.
September 2009: We launched the registration process for non-competitive auctions in Phase II of the EU ETS. The first auction will be held on 7 January 2010.

July 2009: The Government distributed 4.2 million allowances in its fourth successful auction in Phase II of the EU ETS. The auction cleared at €13.38 (£11.56). The auction results are published on the UK Debt Management Office's website.
July 2009: We published a document, Preparing for Phase III (PDF, 676 KB), setting out a plan for the continued implementation of Phase II of the EU ETS (2008-12) and for the implementation of the revised EU ETS Directive for 2013 onwards.
June 2009: We published a Consultation on the First Stage Transposition of the Revised EU ETS Directive, relating to Greenhouse Gas Emissions Data and National Implementation Measures on 24 June. The consultation closes on 16 September.
June 2009: The Government held its third successful auction in the EU ETS on Thursday 4 June. 4.2 million allowances were distributed at a clearing price of €13.83. (£11.99). The auction results are published on the UK Debt Management Office’s website.
April 2009: HM Treasury published The Community Emissions Trading Scheme (Auctioning of allowances) Scheme 2009. This replaces the Community Emission Trading Scheme (Allocation of Allowances for Payment) Scheme 2008. The amended scheme implements a previous government commitment to establish a non-competitive bidding facility especially designed for smaller emitters.
April 2009: We produced an Overarching Impact Assessment that puts the 2008 EU ETS review in the context of broader UK climate policy and considers the overall costs and benefits to the UK.
